Let me begin with a story that I heard recently about a conversation between Prime Minister John Major and President Boris Yeltsin. They were having a conversation and the British Prime Minister asked President Yeltsin, “If you could describe your economy in just one word what would it be, Mr. President?” President Yeltsin thought for a while and said, “Good.” The British Prime Minister said, “Well, I’m not buying that, your economy is in a big mess. I’ll tell you what; I’ll give you more than one word to describe the state of the Russian economy.
